Link building is very important for SEO, links quality is even more important. One quality links is better than 10 poor one. But how to judge the quality of a link？ There are some standards as follow I recomend to you consider when you exchange links with others.
Page Rank
Google has said the effect of PR is over-estimate by public for many times, however, everybody think PR is important, so PR is still very important now. PR is the most fundamental stadard of links quality, even though it can not make a big effect to rank, because you don’t attach importance to PR, but maybe your partner do.
Google Index, Yahoo! Index
The quantity of webpage indexed by Google or Yahoo! is one important standard for a homepage link. To some extend, the quantity of index influenze your traffic. Besides, it also reveal that whether the Robot of Google is always go to your website and whether you are update usually.
Alexa Rank
Although Alexa Rank is not precise and some time make mistakes, but we can know how the quality of other’s website approximately.
The quatity of his outbound links
When you exchange links, you also should look how many outbound links in his webpage. The more outbound links it is, the less weight you can gain from his links. Normally, all thing being equal, but if his webpage is more than 40 outbound links, I will not exchange links with him.
Diversity and Relevance
In my opinion, diversity is important, but relevance is more important. That is to say, you should exchange most of links with the website that have the same topic to you. However, you also should exchange sereral links with a different topic to you.
Search his title in Google
Search the title of his webpage, if his website rank on the top, it prove that the weight of the webpage is normal, not punished by Google.
Search his keyword in Google
Searching his keyword in Google is to know whether his webiste is get a big weight from Google. If his keywords is rank on the top of Google, you can exchange links with a good conscience even though his PR is lower than yours.
